On March 23rd, the National Cosmetics Supervision and Management Work Conference was held in Zhongshan City, Guangdong Province.   Huang Guo, a member of the Party Group and Deputy Director of the National Drug Administration, attended the meeting and delivered a speech.

The meeting fully affirmed the effectiveness of cosmetics regulatory work over the past five years. Since 2018, the National Food and Drug Administration has established the Cosmetics Supervision Department, and the construction of various levels of cosmetics regulatory agencies has been comprehensively strengthened; Construct the "four beams and eight pillars" of the cosmetics regulatory system, and promote the overall construction of the cosmetics regulatory system; Continuously optimize registration management, filing management, verification and inspection work, and assist in the high-quality development of the cosmetics industry; Deepen the promotion of special rectification actions, strengthen the supervision of key products, gradually improve risk prevention and control measures, and continuously strengthen the "strictest supervision"; Accelerate the construction of a standard system, strengthen regulatory basic research, and optimize and upgrade the regulatory information system; Building a social co governance pattern, focusing on strengthening the construction of cosmetics regulatory capacity, and achieving phased results in cosmetics regulatory work.
The meeting pointed out that 2023 is the beginning year for the comprehensive implementation of the spirit of the 20th National Congress of the Communist Party of China, and also a crucial year for the implementation of the "14th Five Year Plan" to connect the past and the future.  
The meeting proposed requirements for the supervision of cosmetics in 2023. One is to consolidate the foundation and enhance regulatory guarantee capabilities. We need to improve the regulatory system, strengthen regulation promotion and implementation training, promote effective implementation of regulations, accelerate the construction of standard systems, and enhance the level of regulatory informatization. The second is to take multiple measures simultaneously to strengthen the investigation and resolution of risks and hidden dangers. We need to improve the level of post market safety supervision, continuously strengthen the supervision of key varieties and areas, and deepen the special rectification of drug safety. The third is reform and innovation, guiding the high-quality development of industries. We need to continuously optimize product launch management, coordinate safety and innovation, and strengthen the full chain management of product filing. The fourth is social co governance, improving the level of safety governance. We need to innovate the methods and methods of science popularization promotion, strengthen the implementation of main responsibilities by enterprises, leverage the role of industry associations as a bridge and link, innovate social collaborative governance methods, and strengthen international cooperation and exchange.
The meeting emphasized that strengthening party building should be given a more prominent position, continuous efforts should be made to improve party conduct, clean governance, and anti-corruption work, persistently implement the spirit of the Eight Point Regulations of the Central Committee, and comprehensively enhance the political consciousness, ideological consciousness, and action consciousness in implementing the spirit of the 20th National Congress of the Communist Party of China.
At the meeting, the drug regulatory bureaus of Beijing, Shanghai, Fujian, Guangdong, Guangxi, and Shaanxi provinces (cities) gave exchange speeches. The main person in charge of the Cosmetics Supervision Department will deploy the key work of cosmetics supervision in 2023.
The main responsible persons for cosmetics supervision and law enforcement work of various provinces (regions, cities) and the Xinjiang Production and Construction Corps Drug Administration, as well as relevant departments and directly affiliated units of the National Drug Administration, participated in the meeting.
On March 24th, the meeting also specifically organized the promotion and implementation of regulations on the implementation of the main responsibility for cosmetic quality and safety by enterprises, with approximately 40000 people participating in online and offline learning.
